Your new role
Strategic Directors hold individual and collective accountability with the Chief Executive for achieving the council’s strategic and service outcomes and in particular the successful delivery of the Borough Plan.

What you'll need to succeed
As the statutory Director of Adult Social Services you will be accountable for setting the strategic direction for adults and health services across the Borough through strong, sustainable strategic partnerships that improve life and health outcomes for adults. In particular:-

  • Accountable for the strategic commissioning and development of the Council’s adults and health functions.
  • To ensure authoritative professional leadership is provided across a broad range of disciplines setting clear professional direction across the Council based on national best practice.
  • To work with Cabinet to develop strategic policy direction and effective outcomes ensuring the Council complies with all relevant legislation and statutory requirements within an acceptable level of risk.
  • To provide independent assurance of the Council’s strategic decisions being made in accordance with governance arrangements, relevant legislation and statutory requirements, and in a manner that ensures safeguarding, wellbeing and security.
  • Lead role for developing and promoting the role of health and wellbeing in the community.
  • To provide independent assurance that the Council’s strategic decisions regarding adults are being made in accordance with safeguarding governance arrangements, relevant legislation and statutory requirements, and in a manner which ensures safety and security.

As a member of the Management Board, accountabilities include:-

  • Collectively contributing to setting the strategic direction of and delivering the council’s objectives and agreed outcomes in an integrated way, personally taking accountability for the achievement of these at a Corporate and Directorate-level
  • Collectively and personally responsible for delivering performance across the council and with other strategic partners across wider the community with those partner agencies
  • Working with other Strategic Directors, strategic partners, and in own Directorate to create an organisational culture that is motivational, fosters excellent performance and innovation amongst staff, and ensures directors have the right skills and capacity to deliver improvement outcomes
  • Being continually focussed on the customer and actively promoting the internal working and external partnership relationships to achieve this
  • Bringing and articulating an outside perspective including national developments and excellent practice that will contribute to developing the ambition for the council. Championing own and others’ ideas
  • Along with the Chief Executive and other Strategic Directors promotes high levels of integrity and corporate governance including ensuring collectively, and through the Directorate, that Council standards and policies are adhered to
  • Providing highly effective support and advice to elected Members
  • Effectively anticipates and constructively addresses challenges and situations where conflict may arise
  • Personally leading, large programmes and projects, including with external partners ensuring effective outcomes
  • Together with the Chief Executive and other Strategic Directors, acts as a leader and champion of the council’s wider values including equalities, inclusivity, sustainability, health and safety and value for money
  • Accountable, together with the Chief Executive and other Strategic Directors, for developing and managing effective business continuity plans and the Council’s emergency response arrangements

Role Requirements Strategic Directors will be expected to have a proven track record of leadership, management and development of services and working across inter-dependent service disciplines. In addition, all Strategic Directors will be expected to have the following:- Knowledge and Skills

  • Proven skills in leading and achieving outcomes including measuring the benefits
  • Successful financial and resource management
  • Ability to lead change to deliver improved outcomes
  • Excellent influencing skills and a track record of using them
  • Leadership and management of people including developing talented, motivated teams and enabling them to maximise their potential
  • Proven ability to be able to prepare and present controversial and complex material to Members and the public and to be able to manage media relations effectively
  • Proactively identifies and resolves highly complex problems individually and working effectively with other Directors, Strategic Directors and the Chief Executive.

Specific Requirements for the role of Strategic Director Adults and Health

  • A good understanding of the role the council plays in the London social care and health economy
  • Strong partnership skills
  • Commercial and financial knowledge
  • A track record of working with the community to achieve excellent outcomes
