The position is Senior Housing Development Officer and the main responsibilities of the role involve the following;

Lead on the negotiation of affordable housing in line with planning policy to meet identified local need including the delivery of specialist needs housing.

Scrutinise and evaluate costings appraisals and independent assessments where issues of viability have been raised, negotiating with developers, landowners and consultants/agents and liaising with Planning and Legal colleagues to advise and conclude solutions to maximise the delivery of affordable housing.

Ensure delivery of an appropriate mix of tenure and property sizes for affordable housing is secured on developments granted planning permission.

Advise on an appropriate level of commuted sum payable in lieu of on-site provision where on-site, or off-site provision is not possible due to exceptional circumstances.
Where necessary, follow through with negotiation and viability assessment to determine the sum to be paid.
Act as a single point of contact to maintain an overview of the progress of housing planning applications involving affordable housing and identify solutions to any issues which could delay the planning process, in particular, the negotiation and progress of any S106 agreements.

Continue the monitoring of permitted applications through to completion of development.
Lead on housing market research, gaining an understanding of the impact of changes in government policy, producing timely reports for the Principal Development Officer and the Head of Housing with recommendations for future action planning.
Assist with the production of major strategic documents such as the Housing Strategy and Supplementary Planning Documents.
Deputise for the Principal Development Officer as required.

What you'll need to succeed
Experience in a key role leading on affordable housing negotiation, enabling and development including supported housing provision.
Experience of leading on the negotiation of affordable housing on major and complex developments and ability to challenge and defend the requirement to provide affordable housing to meet identified need.

Detailed technical knowledge of legal and planning processes in relation to affordable housing development and how the planning processes, economic development and housing services relate to each other.
Ability to analyse and interpret complex data and evaluate options.
Detailed, and up to date knowledge of specific housing development issues and extensive experience of all aspects of housing delivery.

Experience of organising, planning, servicing, chairing and facilitating meetings.
Excellent numeracy skills with a good level of experience and knowledge of creating and using Excel spreadsheets.
Excellent communication skills – written and oral.

Strong negotiating and influencing skills with the ability to challenge in the face of complex issues.
Ability to work under pressure and to tight deadlines.
Able to work both independently and collaboratively.
Advocacy skills.
