Responsible to: Adoption and Fostering Manager

Hours: 40 Hours per week

Salary: Negotiable dependent on experience

Location: Regular travel to Wakefield and occasional travel nationally

About the Adoption and Fostering project:

The Adoption and Fostering project was set up in September 2015 and is currently part-funded by the Department for Education. The project recruits adopters and foster carers (with a focus on Muslim communities) by: Holding recruitment events; assessing and referring applicants to existing providers; providing identity boxes to children in care; delivering professionals training; working with Islamic scholars to produce Islamic guidance on adoption and fostering; working with Coventry University and CoramBAAF on academic research re: Adoption and Fostering in Muslim communities.

Role Overview:

To supervise and support regional staff with holding adoption and fostering recruitment events. Deliver training to service providers. Contribute to the project strategy and represent the project at public events.


  1. Hold recruitment events

  2. 1 Work with the team to plan and hold recruitment events throughout England

  3. 2 Work with the Penny Appeal marcomms team to ensure events and other aspects of the project get good exposure

  4. Support and assess prospective adopters and foster carers

  5. 1 Support staff undertaking stage 1 assessments of adoptive and fostering applicants. To analyse the information provided, and to present well written assessments to providers.

  6. 2 Advise and support applicants at the various stages of their journey.

  7. Multi-agency work

  8. 1 Build good working relationships with other services, including fostering and adoption providers

  9. 2 Deliver professionals training to other social workers, foster carers and other attendees

  10. Meetings, developmental work

  11. 1 To work as an enthusiastic and committed team member, contributing to the development of the Service.

  12. 2 To chair team meetings, service meetings and any working groups deemed to be appropriate.

  13. 3 To participate in and deliver training for staff.

  14. 4 To participate in regional events as appropriate.

  15. 5 To contribute to administrative, monitoring and evaluation systems for the service

  16. General

  17. 1 To participate in the development of other Penny Appeal projects as required.

  18. 2 To promote good communication between the regional adoption and fostering staff and other Penny Appeal staff.

  19. 3 To prepare for and chair supervision sessions and staff meetings and make use of all available training and staff development opportunities.

  20. 4 To maintain appropriate timely records and to produce reports as required.

  21. 5 To promote and use anti-discriminatory practice in all aspects of work.

  22. 6 Any other duties requested by management commensurate with the grade and role of the post.

Criteria -Essential/Desirable


  • Recognised Social Work qualification (CQSW, CSS, DipSW, Degree in Social Work) - Essential

  • Registration with General Social Care Council (GSCC) - Essential

  • Evidence of continued professional development - Essential


  • Adoption legislation and regulations - Essential

  • Children and young people legislation - Essential

  • Effects on child development and attachment - Essential

  • Awareness of the major issues in social work today - Desirable

  • Understanding of Child Care research - Desirable

  • Knowledge of Disability and Mental Health issues - Desirable


  • 2 years post qualification experience in social work, or equivalent - Essential

  • Experience of Child Protection work - Essential

  • Experience of working with a range of Looked After Children etc. with disabilities/older children - Essential

  • Experienced of undertaking social care assessments - Essential


  • Able to undertake complex assessments - Essential

  • Effective verbal and written communications skills, including persuading, negotiating and conflict management skills - Essential

  • Able to work effectively as part of a team and alone - Essential

  • Ability to work in partnership with other agencies - Essential

  • Ability to implement plans to meet identified needs - Essential

  • Ability to support adopters and foster carers in working towards placement stability - Essential
